Why would there be a California LAW if this WASN'T Happening PSPD?

I love my buddy Jesse Beltran...he is a pioneer, a fireman/paramedic with a huge heart and a head full of knowledge...I am sorry that I didn't get a chance to speak at his meeting on the 30th, BUT I was asked and I would do anything to help him.  I wonder if Mitch Spike thinks HE has mental issues?
This is the bill that makes it illegal for Tracy and Junior Johnson to implant California Citizens the way that they have.  Just like they did to countless PSPD officers and hundreds of gay men in the Valley.

Furthermore, a case can be made that if law enforcement was made aware of this situation without any investigation that civil suits could be brought against the department for not investigating credible leads into this implantation....that means the PSPD!

If you read the law carefully you will see that victims can claim up to $10,000 per day until relief is granted....
