I don't know how the Chief of Police can blatantly break the law of the City of Palm Springs. He knows he has personnel that are using these RFID chips and he also knows that they have been placed inside of men in the gay community. The police officers that are implanted are a huge security risk to the people that they protect. They are simply used as tools to get to the targets. The police have access to a lot more information than Lori so when Lori decides she wants to find out about something she sets it up through and implanted cop. It's really that simple.
