In the email I sent tonight I have laid out a preliminary plan that will allow city government and the PSPD to get involved with helping the victims of Electronic Harassment and especially my friends that have been hurt by Tracy Johnson....This is another effort to help Christopher, Steven, Anthony, Jonathan, and others that have been scarred emotionally and physically by Stephen Johnson Jr....Hope you all like it. Dear PSPD Officers and City Officials,
I have come up with a plan that I think not only protects the rights of the electronically harassed, but prevents future legal proceedings against the Palm Springs Police Department for possible entrapment of these people. As the situation stands now I have located and talked to at least 70 people who have been electronically harassed by the same woman, Tracy Johnson and her cousin, Stephen Johnson Jr., whom pretend to be everyone from "Rae Fernandez" to "Capt. Al Franz" to "Officer Combs" to "Peter DiMartino" to "Lisa/Vicky/Sheree/Victoria/Sarah/Carmen" and others while they are broadcasting to them. All of these victims have been threatened and most have had run ins with your police department which, if it is proven in the future, to have gained an arrest using illegal surveillance technology can result in overturned convictions and a huge black eye for the City of Palm Springs and the Palm Springs Police Department.
What I propose is this. Why not have an advertising campaign in the gay community and throughout the entire Coachella Valley that actually tries to find the electronically harassed so that they can register with either the Palm Springs Police Department/Riverside County District Attorney/ and or the Office of the Public Defender so that if they are arrested they can call upon their advocacy to stop this crime to help defend them in the future. Virtually nobody is going to be willing to say that they are hearing voices or are electronically harassed unless they really are....so if you seek these people out, you no longer look like the problem, you look like you are searching for a solution. This would prevent the PSPD from future entrapment of defendants created by Tracy Johnson and her family. I have already contacted the families of the electronically harassed friends of mine that have been arrested, shown them the Dabiere Docket, told them about the informant work that Christopher and I provided, shown them the millions of dollars of mortgage fraud that Steven Frey was put in, and set up a webblog for information dissemination so that if their child is ever arrested again by your department not only will their family have ammunition for defense so will their attorneys. I firmly believe that neither the Palm Springs City Council nor the Palm Springs Police Department knows the entire scope of how large this crime is. If there are upwards of 200 victims and we expose this crime on television or film without the slightest amount of help by City government imagine if each of those victims is awarded a million dollars a piece or more....that would easily bankrupt a city. This is not necessary....at all.
What is necessary is solving the crime and locating the victims and every resource should be used to find the criminals. Billboards should be put up and 800 numbers should be set up....flyers should be passed out in the community and ads taken out in the local gay magazines....every effort should be made by the Palm Springs Police Department and City Council to prevent what is going to happen inevitably any way. This crime will be exposed either with pressure from families wanting answers or by the revealing of this crime by our attorneys in a court of law...what you don't want to happen is ignore my offer to have you involved in the solution. An ounce of prevention is worth a pound of cure.
Finding these victims is easy as long as you aren't wearing a Palm Springs Police Department uniform....we have to take the fear out of that as your reputation in the gay community is not good.
