Using sets of stolen keys and copies, Laurie and Brian would then have the victim of electronic harassment arrested then burglarize their home.

This "have them arrested so we can rob them scheme" has been going on for decades. The police knowingly or unknowingly would allow these siblings access to our homes while we sat in jail on charges that were never substantiated or were the benefit of illegal microwave surveillance work.
